President & CEO
Mr. Lambeth is an attorney who specializes in creating and operating business improvement districts. He was the primary author of the Property and Business Improvement District Law of 1994, and assisted with creation of the first property-based improvement districts in California. He is a frequent speaker on tourism improvement districts and property and business improvement districts. Mr. Lambeth has been involved in all aspects of district formation and modification, including outreach, plan development, and petition and ballot drives. He formerly served as clerk to the Honorable Malcolm M. Lucas, Chief Justice of the California Supreme Court.
Ms. Lambeth’s career has included over 17 years of experience with project and relationship management, human resources and recruiting. Ms. Lambeth specializes in consensus building and successful program implementation. Carson has also been involved with many non-profit organizations in the Sacramento community, including St. Hope, March of Dimes, Breakthrough and the Child Abuse Prevention Council. Carson earned a bachelor’s degree from UC Davis in Organizational Studies and a minor in Rhetoric and Communications.
Ms. Mogavero joined the Civitas team, in 2018, after her time at the Sacramento Metropolitan Arts Commission, where she managed their Any Given Child program and many other parts of their community engagement programming. Rachael excels in office management, team leadership, creative project management, communications and client services. Rachael graduated from James Madison University with a Bachelor of Arts Degree in Musical Theater Performance and a Minor in Communications.
Eastern U.S. Branch Manager
Throughout her career, Ms. Gallagher has shown strong commitment to the tourism and business communities. Most recently, Ms. Gallagher served as the President of the Greater Syracuse Hospitality and Tourism Association and currently serves on the New York State Hospitality and Tourism Board of Directors. Relevant experience includes; serving on the Board of Directors of Destination Marketing Organizations, Strategic Planning Councils, and Business Improvement Districts. Ms. Gallagher works out of Upstate New York, where she is able to assist and manage clients along the eastern seaboard.
Director of Business Development
Ms. Farley specializes in the development and execution of strategies with a focus on B2B relationships. She has worked with destinations in all aspects of the formation of business improvement districts, with a strong focus on the development of stakeholder engagement strategies. Ms. Farley earned a bachelor’s degree from California State University, Chico in Agriculture Business with a minor in Recreation Administration and did post-graduate studies of Communication with an emphasis in Travel and Tourism at California State University, Fullerton. In 2014, Ms. Farley was awarded CalTravel's 30 and Under Emerging Leader Award.
Director of Operations & Marketing
Mrs. Telfer is a graduate of California State University, Fresno, where she earned a BS in Business Administration with an emphasis in Marketing, as well as a certificate in Mass Communications and Journalism. She is a Delta Gamma Alumni who joined Civitas after five years in the travel Industry. She has extensive experience in operations management, marketing, human resources, accounting, and event planning.
Mrs. Reed is Civitas’ Project Manager in the Greater Los Angeles area. Since 2014, Gina has been working with clients in all aspects of district formation, renewal, and modification. She has an extensive background in the hospitality industry in sales, marketing and event planning. She graduated from Loyola Marymount University in Los Angeles, CA with a bachelor’s degree in Business Administration with an emphasis in Marketing, and is a founding member of the LAX Coastal Area Chamber Young Professional’s Organization.
Ms. Rankin is Civitas' Project Manager in Sacamento. Kelly joined the Civitas team in 2018. Prior to Civitas, Kelly attended California State University, Fresno where she earned her Bachelor's degree in Advertising. She started her career in the travel industry, then continued on in television advertising sales in New York City. Upon her return to California five years later, she joined the Civitas team with experience in operations, client relations and media expertise.
Rachael grew up in Southwest, PA and is now located in Syracuse, NY. She graduated from Lebanon Valley College in Annville, PA with a bachelor’s degree in Hospitality Management and a minor in Business Administration. Rachael has spent the last 20 years working for hotels from operations to management, with extensive experience in sales & marketing. She was involved in several organizations including the Greater Syracuse Hospitality & Tourism Association, the Empire State Society of Association Executives & CNY Sales & Marketing Executives.
Ms. Deschamps is a recent graduate of the University of California, Davis, where she earned her Bachelor’s Degree in Political Science as well as a minor degree in Women’s Studies. Her coursework emphasized American Politics and Institutions, and she followed her academic experiences centered around policy and legislation with an internship at the California State Assembly. She joins Civitas following professional experiences in the legal field, administrative work, as well as membership in on-campus organizations that fostered her passion for community development.
